direct to the Accountant and were not seen by the Captain Superintendent of Police. The Treasury had not a sufficient staff tasend round to examined in detail the accounts of sub-account- ants. (In January, 1921, it took Mr. Haskett the new Accountant of the Treasury, about 4 days to examine these accounts), and it is difficult to get to any definite result until the vouchers are completed. The post of Accountant to the Police is a most responsible one, he should be a trustworthy man, as he must of necessity deal with a considerable amount of actual cash. The amount of money passing his hands is very considerable and recently has increased very greatly. The institution of the Government Guarantee Fund, in place of officers having to find their own securities, has, I am certain, been a very considerably

very considerable deterrent to starting fraud, under the Government Guarantee Fund such deterrent is entirely absent.

Under the circumstances, a European Accountant seems necessary, but such an appointment should not relieve the Head of the Department from all responsibility, although on the other hand he should be able to feel that the Accountant's honesty can

be trusted.
